Virginia Resources Authority (“VRA”), created by the Act in July 1984, is organized and exists as a public body corporate and a political subdivision of the Commonwealth of Virginia. VRA was created to assist in financing the present and future needs of the Commonwealth of Virginia for, among other things, qualified projects or facilities related to water supply (including surface and ground water), wastewater treatment, solid waste collection, treatment management and disposal, drainage and stormwater control, recycling, resources recovery, energy conservation or efficiency, professional sports, transportation, parks and recreation, public safety, remediation of brownfields, construction of local government buildings, broadband, flood prevention and dam safety, land conservation or preservation, federal facilities (and former federal facilities), public roads, parking, buses, airport and aviation, police, fire and rescue, related equipment and related office, administrative, storage, maintenance and laboratory, and to encourage the investment of both public and private funds to make loans and grants available to local governments for the foregoing purposes. VRA has no taxing power.
